The updated PRCA crossfire rule (Rule R10.8.3, often discussed in 2026 updates as a refinement of the 2023 change) states that the heel rope cannot make contact with the steer’s legs until two conditions are met: the header has control of the steer’s head, and the steer's hips have changed direction with forward motion. A no-time is recorded if the loop contacts the legs before these requirements are met, even if the steer stops, slows, or drifts towards the header
